Sultani Makenga born December 25, 1973is a Congolese rebel leader and the chief military commander of the March 23 Movement (M23), a prominent insurgent group operating primarily in the conflict-ridden eastern region of the Democratic Republic of the Congo (DRC).
In August 2024, a Congolese military court sentenced Makenga to death in absentia for his role in the insurgencies.
Under Makenga's military leadership, the M23 alliance launched massive offensives that resulted in the capture of vast territories in mineral-rich eastern Congo, including major population hubs like Goma.
In October 2026, a new politico-military alliance called the Front pour la Refondation de la Nation (FRN) was formed. Headed by former DRC President Joseph Kabila, this coalition aims to absorb and coordinate various "resistance forces", including the M23 network to oust the current government. Sultani Makenga serves as one of the four main deputies under Kabila in this new movement.
